In the first stage, Shenzhen Zhongkai Air Passenger and Freight Service Co., Ltd. was incorporated and approved by Civil Aviation Bureau of South China, operating domestic passenger and cargo sales agency business.
The second phase, on January 30, 2002, re-registered as Shenzhen Zhongkai Freight Co., Ltd., specializing in freight business, in addition to the original domestic air cargo business, approved by the China Air Transport Association to increase international air cargo business, the Shenzhen City Traffic Bureau approved to increase ordinary road transport of goods business.
